Too often this failure traces to a plan that creates &#8220;undiscovered rework&#8221;.  This &#8220;undiscovered rework&#8221; results in chaos, with project execution moving from a proactive to reactive process. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Undiscovered Rework results in Reactive Execution<\/h2>\n\n\n\n<p>In 1981, G P Richardson and A L Pugh II published the book \u201cIntroduction to System Dynamics Modeling with DYNAMO\u201d.&nbsp; Within this book, the learning project described a model that represented the progress of a project. &nbsp;This model demonstrated that the concept of \u201cundiscovered rework\u201d, that is, the gap between actual and perceived project was the key factor in project delays.&nbsp; Specifically, this gap between perceived progress and actual project created a range of inner \u201cfailure loops\u201d as shown in the following figure<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"http:\/\/www.tgfrconsulting.com\/blog\/wp-content\/uploads\/2024\/04\/Undiscovered-Rework.png\"><img loading=\"lazy\" decoding=\"async\" width=\"749\" height=\"751\" src=\"http:\/\/www.tgfrconsulting.com\/blog\/wp-content\/uploads\/2024\/04\/Undiscovered-Rework.png\" alt=\"\" class=\"wp-image-898\" srcset=\"https:\/\/www.tgfrconsulting.com\/blog\/wp-content\/uploads\/2024\/04\/Undiscovered-Rework.png 749w, https:\/\/www.tgfrconsulting.com\/blog\/wp-content\/uploads\/2024\/04\/Undiscovered-Rework-300x300.png 300w, https:\/\/www.tgfrconsulting.com\/blog\/wp-content\/uploads\/2024\/04\/Undiscovered-Rework-150x150.png 150w, https:\/\/www.tgfrconsulting.com\/blog\/wp-content\/uploads\/2024\/04\/Undiscovered-Rework-45x45.png 45w\" sizes=\"auto, (max-width: 749px) 100vw, 749px\" \/><\/a><\/figure>\n\n\n\n<p>These \u201cfailure loops\u201d transform a project a proactive to reactive posture.  Rework and impacts cascade will beyond the initial issue.&nbsp; Consider the following example.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li> Subsystem integration reveals interfaces that were not fully developed and tested.<\/li>\n\n\n\n<li>The team diverts resources from other tasks, causing delays in those tasks due to lack of resources.<\/li>\n\n\n\n<li>Delays impact downstream tasks depending upon the integration.<\/li>\n\n\n\n<li>Further delays cascade other project tasks.<\/li>\n\n\n\n<li>Soon the delays and reactions cascade throughout the project.<\/li>\n<\/ol>\n\n\n\n<p>Distribute this scenario over an entire project and the reaction to the \u201cundiscovered rework\u201d consumes the project&#8217;s proactive progress.  <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Project Planning and Undiscovered Rework<\/h2>\n\n\n\n<p>Establishing the timelines, cost and scope of a project depends upon balancing the four basic parameters for a project.&nbsp; <\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Parameter<\/td><td>Description<\/td><\/tr><tr><td>Time<\/td><td>When will the project deliver the completed product?<\/td><\/tr><tr><td>Scope<\/td><td>What product features will the product deliver?<\/td><\/tr><tr><td>Resources<\/td><td>What people and funding will be applied to the project?<\/td><\/tr><tr><td>Quality<\/td><td>What will be the project&#8217;s and product&#8217;s level of quality?<\/td><\/tr><\/tbody><\/table><figcaption class=\"wp-element-caption\">Project Parameters<\/figcaption><\/figure>\n\n\n\n<p> The &#8220;Pick 3&#8221; axiom states that planning can set and adjust three of these parameters, but the fourth parameter will float depending on the other parameters. <\/p>\n\n\n\n<p>Consider the following examples of this axiom.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The project sets the time, quality, and resources for the development.&nbsp; In this case the scope will need to float.<\/li>\n\n\n\n<li>The project sets the time, resources, and scope for the development.&nbsp; In this case the quality will need to float.<\/li>\n<\/ul>\n\n\n\n<p>The last scenario is the scenario that creates the \u201cundiscovered rework\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Floating quality driving \u201cUndiscovered rework&#8221;<\/h2>\n\n\n\n<p>The common scenario of floating quality in a project stems from the setting of objectives.&nbsp; Here is the sequence of events.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Project Phase<\/td><td>Event<\/td><td>Project Team Response<\/td><\/tr><tr><td>Initiation<\/td><td>The leadership team sets the scope, resources and timing for the project based upon a market and business needs.<\/td><td>The project team develops a \u201cbest case\u201d scenario that inherently means less time will be allocated to each task.<\/td><\/tr><tr><td>Execution<\/td><td>Tasks fail to meet the \u201cbest case\u201d scenario during development.<\/td><td>The project team chooses to declare tasks done, even though the tasks do not meet the quality requirements.&nbsp; A perceived versus actual progress gap is created.<\/td><\/tr><tr><td>Integration<\/td><td>The perceived versus actual progress gap is detected.  This is the &#8220;undiscovered rework.&#8221;<\/td><td>The project team reacts, creating the rework loops that cause even more delays and issues.<\/td><\/tr><\/tbody><\/table><figcaption class=\"wp-element-caption\">The &#8220;Undiscovered Rework&#8221; Scenario<\/figcaption><\/figure>\n\n\n\n<p>As the scenarios become more frequent, the project team replans.&nbsp; In some cases, the project team successfully resets, adjusting the scope, resources, quality, and timing. in some the failures from the above behavior continue to create a gap in perceived progress and this continues until cancellation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Final Thoughts &#8211; Minimizing &#8220;Undiscovered Rework&#8221;<\/h2>\n\n\n\n<p>In &#8220;Undiscovered Rework&#8221; represents the gap of perceived versus actual work.  Project teams set the perceived progress and can make this gap smaller.  Be careful of such statements such as &#8220;best case&#8221; and &#8220;we can fix that later&#8221;.   The following guidance can minimize the perceived versus action progress gap.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Avoid developing best case schedules. Setting unachievable expectations naturally drives behaviors creating perceived versus actual progress gaps. This gap feeds the transition to reactive program execution.<\/li>\n\n\n\n<li>Remember the &#8220;Pick 3&#8221; axiom. Whenever a team accepts scope, timing and resources as dictated by leadership, the team sets up the scenario for &#8220;Undiscovered Rework&#8221;.  Prioritization of the feature set can go a long way towards eliminating the scenario.<\/li>\n\n\n\n<li>&#8220;Pay me now or pay me later&#8221;.
